The following framework activates after transition conditions are met (100+ members, 2+ conventions).

💰 Treasury Governance (Phase 2+)

After transition conditions are met, a Treasury Steward will be elected at each Convention:

Operational spending (< 0.01 BTC): Steward discretion, logged within 48 hours
Standard spending (0.01–0.1 BTC): 48-hour community notice before execution
Significant spending (> 0.1 BTC): Requires governance proposal + vote

Thresholds automatically increase along the Fibonacci convention schedule. Any Convention can vote to adjust base thresholds.
